This contract was for the development of a new site for the Government of South Sudan military section which would house their new Divisional HQ. The site chosen was a swamp close to the Nile that needed to be drained and raised to allow the site construction for year round use.
The site needed 3,000 trucks of local fill material. This material, murram, came from two quarries approximately 150 km from the site. We had to address problems with both quarries. The first quarry had price and quality issues as well as problems moving the murram because of poor roads. At the second site we had to deal with local political issues. Despite these problems, we secured the amount of base needed to construct the facility.
We designed the infrastructure and all utilities, procured all mechanical and electrical systems, and installed them.
This contract for completion of site infrastructure, as well as civil and ground works and the construction of a Division HQ for the Sudanese Peoples Liberation Army (SPLA) in Duar, proved to be a formidable challenge
The project site was inaccessible by road from the south and with less than 20 miles of paved roads, a rainy season spanning May through October/November coupled with North/South political rivalry; most pre-existing roads were rendered impassable. Nonetheless, Arkel developed relational logistics hubs in Higlig, Bintu, Rumbeck and Juba for transiting north Sudan as well as identified regional transport that could survive the poor road conditions and weather problems ensuring material and equipment availability.
These "given condition" challenges encouraged Arkel to achieve budgetary performance in adherence to contractually stipulated deadlines while overcoming adversity. In brief, Arkel's proven tenacity has provided the SPLA an HQ Battalion size barracks like no other in this area of the world.
